Commander, open a pdf file, click on it (just to be sure the page is the active window), then try cntrl-p to activate the print dialog, or cntrl-o to activate the open dialog.
Also you could get some use of the same html tribble made yesterday to open the "open as" dialog in html, and see if it reacts to the keys.
But well, the xconfiguration could be using just the popup keyboard.
