Spinetingler publishes dark crime fiction (quite a bit darker than I usually read and a lot darker than I write). Estep's book is about an assassin though so the review fits in there quite well.

There's a short story by Stephen Rogers out there for free to give you some idea of what the magazine publishes (a little darker than I prefer, but it's got humor. Dark humor...):
