epubs are zip files. Unzip them and work on the images and put them back. Add them (you can do this in one operation) in Sigil, then place them back one by one in Sigil.
From PDF, I usually go Mobipocket Creator, which creates an html file which can be loaded into Sigil along with the images. Not so many extra calibre classes etc. that way.
