Just did a factory reset, and followed all the steps again (and I got the updating screen indeed). But, still no tools menu.

I see we agree on that other thingy

HOLD YER HORSES!

I did the tgz thing again, and alas, there's the tools menu!
*happy dance*
I am not sure what I did wrong before, but imma happy man now. Thank you all for bearing with me
