I didn't say it was legal. Just that they are the wrong target, and at least some of them will be doing it without knowing it isn't legal. How many threads has there been here with people asking whether a particular site with free ebooks is legal or not?

And some writers do put their stuff on flagrantly pirate sites for promotional reasons
