What they mean is that when you click 'get update' on the update notification window, Calibre immediately downloads the update itself (preferably in the background), and launches the installer when the download is completed.

That as opposed to the current behavior of launching the default browser and requiring you to navigate to the appropriate OS update page and manually downloading/executing it.
