They are only more competitive with "last year's model". They've lowered the price on the iPad 2 to deplete their stock. Why would anyone buy an iPad 2 if it's the same price as the iPad 3?

My guess is that this "Mini" (whenever it makes an appearance) will start at $299 for the 16 GB model.
