"DroidMate" might do what you want. You install a server on the devices you want to control (Android, Windows, Linux) and then a client on the Android device you want to control them with.

There's also something called VMLite VNC Server. That could be installed on the Android device, then you should be able to use any VNC client on any platform to control it.

Similarly Servers Ultimate Pro, which does 40 protocols including VNC (except the latter seems to require rooting).

Probably others but these looked promising.
