It should be possible. Sigil will still read and store some information onto the computer, but the install folder is self-contained. That is, you don't need anything else but a copy of everything in it to run Sigil*.
*The computer needs to have the VCredist libraries installed. Most already have them, but if the computer on which you want to run Sigil doesn't, see the
FAQ.
All of this assumes you're running Windows.
