I'm sorry... are you talking about eInk? If so, there is no "refresh rate" at all. A refresh rate is how many times per second the image is resent to the device to maintain the image and generaly refers to CRT displays. eInk is a static display. Once the image is drawn it does not need to be refreshed. This is why eInk devices have such great battery life.
