I nominate the Wallet of Kai Lung by Ernest Bramah.
Beautifully written and he pokes subtle fun at so many different things. DL Sayers used quotes as chapter headings.
Oh, you want something more recent?
then try Esprit de Corps by Laurence Durrell. Its a series of short stories about the antics of the diplomatic corps in the then newly formed Yugoslavia.
