I think it's because he wants it to go back to the way it was in the early Industrial Age..if you were from the "lower classes" once your kid hit a certain age, off to the factories they went.
Education and reading were for those who could afford it.
I'm getting a sense from this guy that he has a worship of the dollar sign more than anything else. He also comes off in his statements as an enormous D-Bag.
