This may work well on a very limited case by case basis, but as a general rule of thumb???

Using the Calibre/Plugins forum as an example the first post is maintained by the developer of the plugin. The first post is also in a specific format so calibre can scrape updates from the post. In this instance it wouldn't make sense to open up the first post to editing by all.

If possible this might be applied to threads like the one you point out, but I imagine its use being very limited.

Of course I could be wrong.
