No, that is the e-ink screen doing a full screen refresh. And there is a lot of code around reducing the need for a refresh as most people don't like the refresh.

Please, read my post and actually think about it.

But, if you want to boil it down to a simple statement:

It costs money to add any feature. So far, Kobo doesn't think that investment in this feature is worth it.
