The article tells me absolutely nothing about how it actually works. Can I only read the 'books' on the computers at the 'library'? Can I access them from my PC back at the dorm? Can I download them onto some sort of portable device? Is there a skilled librarian there to help me do my research? For me, the librarians are what make it a library. Without a librarian, it's just a study hall.
