According to Mirriam and Webster a library is:

a place in which literary, musical, artistic, or reference materials (as books, manuscripts, recordings, or films) are kept for use but not for sale

Plase note that Mirriam and Webster make no reference to the format of the books, paper or electronic makes little difference so yes even if all of the books are in electronic form its still a library.
