I agree. This is common sense.

A few years ago, there was a scare when the batteries in some IBM laptops spontaneously caught fire. IBM recalled the affected models. An airline I was using at the time decided that they wouldn't ban IBM laptops from being taken on board, but they wouldn't allow them to be used in flight.

I pointed out that, if my laptop was suddenly going to burst into flames, it would be better if that happened while it was on my lap than if it was stowed away in the overhead where no-one could see it. But to no avail.
