That I can answer.
Android is essentially JAVA atop LINUX and so it has inherited a lot of mature cross-platform open source code and apps. Coolreader and fbreader, for example, originated on LINUX and draw on ported dictionaries and other resources to refine and enhance the app.
Apple on the other hand discourages iOS development with cross-platform tools in favor of native iOS-optimized code which reduces ports *both* ways. And it makes it harder for small developers to operate.
Everything has a cost one way or another.
