He is very unlikely to get WiFi access.
The Kindle uses mobile phone network to download the files. Each prison has a device that disrupts the mobile network inside the institution, to prevent inmates from using smuggled-in mobile (cellular) phones.
You also need to figure out how to get him new books for his device. Perhaps a memory card with books inside a parcel sent to the prison. Be sure to check beforehand what is allowed to put into a regular mail for an inmate - so you do not create a problem for him.
