Launching Calibre from Command Prompt

I am sure that I used to be able to start Calibre in a Command Prompt window under Windows? However with the latest release it seems to appear briefly in Task manager and then disappear. This has broken my ability to run a Portable Calibre on a USB Stick.

If I try and run calibre-debug without any parameters this also fails with some references to iPython.

Starting Calibre via a shortcut works OK.

Any idea why this happens, and if there is a way around it?
