Actually that's exactly why I think it's a WinXP driver issue. The Kobo device gets presented as a simple external USB drive.

Agreed, Kobo doesn't seem interested in doing much of anything and Microsoft want everyone off WinXP - and I completely agree with them on that point, Windows XP should be long-dead by now.
