Yes, definitely, you don't test all functions in all variations for the features which didn't get changed (although, it is an absolute must to test everything again to avoid those very annoying bugs breaking features which always used to work, we all know that nobody does that, really) but that they didn't even open a couple of text/html files is neglecting their testing duties. In testing as everywhere else in IT you will find that with 20% of the effort you can test 80% of the cases so you have the basics settled and should be able to avoid having features entirely broken for the majority of the users.
If on the other hand testing is done so sloppily that they don't even check the older features then I wonder what's the explanation for the long delay with their firmware. According to the blog they are testing since late March so I wonder what exactly is taking them so long if they don't even test txt support...
