Unfortunately, this is a Qt issue. The error text is provided by Qt's WebKit implementation.

You have two options. Drag the pane to where you want it docked. So if you want to dock in the bottom right drag to that area. The others should move and you'll get a visual indicator that when you release the mouse it will be redocked. This is also how you would move to pane to another dock location.

The other way is to double click the panes title bar.
