Well, OK, Amazon can hide behind that statement, but I can buy the E.A. "Official Scrabble App" from iTunes Canada. So they license it for one device and not another. Wierd.
Yes. It'd be licensed per device and per region. Most media e.g. films, music, books and games are done like that.

Amazon isn't hiding behind that statement. It isn't Amazon's fault if the publisher doesn't want it to be published elsewhere. Amazon can't just publish it without permission.
