No, you do not need the Kobo desktop software.

First, I would try to re-download the EPUB file from your Kobo Library to your computer hard-drive as emonti8384 suggests. When you click the download button on the Kobo website, try a "Save As" instead of "Open". What is saved from the Kobo website to your computer is a file with the name something like URLLink.acsm. Then right-click on this acsm file and now you should hopefully see the Open With > Adobe Digital Editions option.

If that doesn't work, then maybe you need to uninstall and reinstall the ADE software. I'm not sure why it is only showing you an option for Adobe Acrobat in the Open With box.
