That would work except for one thing... the blank lines. You style for the line putting in the graphic ornament would add a bottom margin and then you have your chapter title.

... style the <h1> tag to have a top margin. Either way its best to use a margin rather than using the antique typewriter method of inserting blank lines.

Also, some ereaders, both app and device, don't fully support styles applied to the image tag. You will likely find it more reliable to apply the style to a container (<p>or <div>) that wraps the <img> tag rather than to the <img> tag itself.
