No I think better you should convert epub to fb2 on
ebook.online-convert.com/convert-to-fb2 and then use
fbKindle with manual language and codepage choosing. It passed your test.
But CoolReader3 tries to autodetect codepage and always use LTR . It failed in test. In nearest future support for RTL languages is not planed.
