This is specifically refering to the annotation dates, as displayed on the Annotations screen.

This is very clearly a chunk of user information and not developer information (like the firmware date is). As such, it should be in the format that the user is expecting it to be in. Kobo sold me an Australian device, makes me buy books from them in the Australian Kobo site, paying in Australian dollars and paying Australian GST. The least I can expect is that dates are displayed in Australian format (or at least standard non-US format).
