When my son was little he almost developed an issue with toilets. I always used recycled toilet paper and, in the way that only a four-year-old could, made sense of this by imagining that all the toilet paper we used was collected somewhere and recycled to be used again as toilet paper. It was an idea that didn't have much appeal to him, but maybe it's the way to go!
