It is so, because the only difference between 2.1.2 and 2.1.3 is:
Obreey Sync – application for content synchronization between Obreey Store (
www.store.obreey.com) and Device.
I think it was done through homepage change in www browser. And for most users there is no reason to upgrade from 2.1.2 to 2.1.3.
