Uh huh. Of course, if they nailed him for the full penalty ($1500 and kick him off the Internet at home for 1 month), you'd be squealing about how the process is deeply unfair and the punishments disproportionate.
The reality is that most people apparently cut it out after getting the 1st notification from HADOPI. They sent out around 650,000 first notices, around 20,000 second notices, and out of that 13 people are facing a court. Yes, obviously it's a crappy system which can't possibly do a single thing to stop piracy....
