This will never be possible with Sigil. SVG is a
huge format (
much bigger than epub), and to create SVG images you need a full-blown vector image editor, something like
Inkscape (OSS and free) or
Adobe Illustrator.
Sigil also support PNG, JPG and TIFF images, but that doesn't mean it will ever be Photoshop. An ebook editor needs support for displaying image formats, but not editing them. You use something else for that (like PS for bitmap files and Inkscape for vector art).
