Because they're a business in a freemarket, who can decide how they can use their resources. I've always said the internet is like a dictatorship, you can have a benevolent dictator, but it doesn't change the fact that you're entirely at the mercy of their whim.
Smashwords can decide what files to host on their servers, and their payment processor can decide what payments to allow, and their bandwidth provider can determine how much or when it gets used. We cannot change what Smashwords does, just like they cannot change what their payment processor does, or their service provider. If someone else goes "I don't want to do business with people who read", you kinda have to respect their wishes, because you can't do anything about it.
