You might try googling: "Windows CE 6.0 apps PDF" and "Win Mobile apps"
to find some, as well as other info on the OS. I would expect that a PDF
viewer would be included in the initial apps and with the devices annotating
functions already in place for the academic version, I would expect that as
well.

I would hope that they make it so that the existing apps/cab files can be
installed. If not, I would expect that to be one of the first hacks.

The "Foxit" reader has a free version for Win CE that includes annotations.
