Something's wrong there. If it's light at 4:30am, 7.5 hours before noon, then it should still be equally light at 7.30pm, 7.5 hours after noon. If it's a lot different, then your city's in the 'wrong' time-zone.
In my city, without BST, mid-summer's day would be from 3.30am to 8.15 pm.
