Yes, but it's not at all the same. The light is reflected and bounces off the object before it goes into your eyes. Everything surrounding us (when not in complete darkness) can be seen because light is reflected off it and bounces into our eyes. It doesn't cause nearly the same amount of strain as staring directly into a light source. A flashlight, as mentioned by Fluribus, causes causes more strain when shone directly into your eyes than when that light is reflected off an object and bounces back to your eye.
