Yes we're still in Beta. Regarding Amazon e-book it was not yet officially advertised(coming next week) and main purpose is launching the Kindle Weather Station directly from the home screen of Kindle. The e-book contains service's FAQ, TOS and the link to our website.
Due to the Amazon's publishing conditions we were unable to publish the e-book for free initially but we are working on it.

Regarding the refreshing of the screen: There is only small portion of the screen refreshed every minute(it is not a full page refresh). Additionally there are regular refreshes of weather data every X minutes (including internet traffic).
Our measurements show that if you leave Kindle Weather Station running with disabled screensaver then the battery lasts approximately 2 days. We suggest to use a docking station/cradle to use it in this way.
