Nope, not yet anyway. It hasn't even gotten a regular print release in the US yet (and I haven't seen much in the way of ebooks from UK publishers), just the special edition release. The regular HC comes out from Tor on July 7th of this year. At this point Tor and their parent company aren't much into releasing ebooks, but rumors persist that they have a deal in place with Webscription once some upgrades take place so maybe by the time it gets a regular US release Tor will be doing ebooks full force.

On a side note Mann's UK publisher, Snowbooks, has put up a free short story set in the same world in both PDF and Audio formats http://www.snowbooks.com
