rather odd, try installing a newer version of ghostscript, and make sure that the PATH environmental variable is pointing there (system -> advanced -> environmental variables)

Anyways, there are many other freeware PDF password removal programs that do pretty much the same thing, just use one of them, which should accomplish your goal.
