For me, historical fiction is set in a time before that in which it was written, ie, it's historical fiction from the get-go.
Town was contemporary fiction when it was written and it remains so. Historical fiction relies on research and can reveal an author's expertise or lack of knowledge regarding the setting; it also frequently benefits from authorial knowledge of what happens next.
