1) what are the settings recommended for converting such pdfs? encoding, file format, etc

2) how can i get calibre to only send the converted files? it seems that whenever i send a file it sends the pdf and not the converted kindle file (mobi, azw3)

edit: device being used is a kindle touch, no third party software installed, latest updates. file is one of the pdfs that will not convert properly.
