I have it in Australia on 2.3.3.
It didnt work a couple of days ago. Then out of curiosity, I unregistered, then re-registered and it works now.
I did not test immediately beforehand, so I may have gained access co-incidentally in those few days proceeding and not known.
It's not that exciting. It's slow, and I'm expecting Amazon to send me a fat bill if I use it much because I am international.
