Kindle Fire HD 8.9" battery problem (temperature sensitive device/battery)

I cannot fully charge the battery of my new Kindle Fire HD 8.9" if outside temperature is in 55F-58F range (around 14C). The battery just stopping charging at 70%-80% in room with temperature below 59F. The standart troubleshooting did not help!

Have somebody seen it before?

Repro: left device in the compartment with temperature below 59F, wait for 2 hours and start charging. In 3-4 hours the battery icon at top right became white. I used Amazon Kindle PowerFast 9 W charger

I'm afraid the battery will be dead in weeks. Is it secure to use this device in such temperature range 55F-58F?
