OK well that makes it difficult.
I think you will need to be creative - do you have a relative or friend who lives somewhere with a good ebook library? Do you have plans to holiday somewhere that would enable you to join their library as a visitor? Also sometimes libraries will offer reciprocal membership to those who are members of another library - especially as you live in an isolated community they may allow you to join even if you don't meet the residential requirements.
Once you have a library card it doesn't matter that you are up in NT, you will still be able to borrow ebooks.
