Your epub creation tool is irrelevant.
I have just opened a sample EPUB file with the latest version of the tweak_epub utility. The "Edit File..." button is enabled for the "page-template.xpgt" file.
Are you sure that you run the updated version of the utility?
I have attached a ZIP file with the latest version of the utility to this message.
