They make sense (in terms of the mechanics of publishing), you do not just understand them.

It is totally meaningless where the author lives. What is important is what the company decides which has the rights for the authors book in a particular region.

I.e. the company which has the rights to sell an english authors book in the US can decide to make an ebook version. The company which has the rights for the UK can decide not to.

In short - the geographical location of the author does not make it in any way more likely that there will be an ebook of his available there.
