Here's how I did it.
Check how your existing library is configured.
Configure Calibre on the new PC the same. Not sure if this needs to be done.

Create a library on the new machine with Calibre.
Call it whatever you want but I just use the same name as it was before.
Shut down Calibre. I repeat, shut down Calibre.
Copy the library including the metadata file. Make sure you copy the metadata file.
Start Calibre on the new PC. There is your library.
