Sony does that sometimes on some books, and it varies. The buy-button on HarperCollins "Free with Bonus Material" stuff is usually, but not always, greyed-out to US-only in the store, but it's not even a consistent "by publisher" thing.

For example, three of those Zonderkidz titles yesterday were US-only, and the 4th available to Canadians even though it was by the same author as 2 of the others. Same pattern, or lack of it, with a bunch of them from that batch of 10 Zondevan freebies 1 or 2 months ago.

But it also works in reverse. That Kensington Bake Sale Murder title yesterday is completely unavailable in the Kindle store to Canadians, but we can get it free from Sony.
