This sounds good on paper but in reality just isn't plausible unless you are going to restrict ARC types. Some still get complimentary mailed physical ARCs and not all go through systems --- and companies who are big on digital ARCs would have to work with GR to do this and likely charge GR something for the work they'd have to change on their end.

Edited to add - As others have said, I don't see all that work and cost making a difference anyway. You can still review bomb existing books that have been released and cause the same fall in ratings and reviews if you were so inclined, which has also happened before.
