As I already said, "your choice of header tags".

You have already stated you used different depths.

And the ToC generators in Sigil and calibre editor allow you to specify which header tags will become ToC entries.
In fact, calibre allows you to use XPath too, so you can go really wild.


You can auto-regenerate a ToC that only uses the h1 tag, for example.
